The first thing to understand about driving in America as a Nepali student: there is no US driving licence — there are 50 state licences, each with its own rules for how long a foreign licence remains valid and how residents must convert. The good news is that most states are more flexible than the UK or Australia in one specific way.
What your Nepali licence gets you
Most states let visitors drive on a valid foreign licence — ideally paired with an International Driving Permit — but that window is short for residents: typically 30 to 90 days after establishing residency, varying by state. As an F-1 student you're treated as a resident for licensing purposes in most states, so the clock starts early. Some university towns are lenient in practice; don't rely on it — a traffic stop on an expired foreign-licence window creates real problems.
The state licence process
There's no Nepal–US exchange agreement, so everyone tests: written knowledge test → learner's permit → road test. Unlike Canada's graduated system, most states let you move through quickly — walk in with documents, pass the written, book a road test sometimes within days. The documents that matter everywhere: passport, I-20, I-94 record, proof of state residency (lease or utility bill) and your Social Security card — or an SSA ineligibility letter if you don't qualify for an SSN yet.
SSN vs state ID — the catch-22
Many DMVs ask for a Social Security Number; F-1 students only qualify for one once they have authorised employment. If you don't, the workaround is an SSA denial letter — request one at a Social Security office and most DMVs accept it in place of an SSN. If you won't drive, get a state ID card anyway — carrying your passport as ID is how passports get lost.
Why the licence matters beyond driving
In most of America the licence is the de facto national ID — renting apartments, opening accounts, collecting packages, flying domestically (REAL ID rules now apply to domestic flights) all run smoother with it. It's often the first piece of American paperwork worth getting.
