Driving in Japan on a Nepali licence is possible — through a formal conversion process called gaimen kirikae (foreign licence conversion). Two things matter upfront: Nepal isn't a party to the Geneva driving convention Japan recognises, so an IDP alone won't cover you — and Nepal isn't on Japan's test-exempt list either, so conversion requires passing both a knowledge check and a practical driving exam.

The eligibility gate

Before anything else, you must prove you actually used the licence in Nepal: Japanese licensing centres require evidence you spent at least three months in Nepal after the licence was issued. Passport stamps and immigration records do the proving — a licence obtained on a quick visit home followed by immediate return to Japan won't qualify.

The documents

The paperwork list is the fiddly part:
• Valid Nepali driving licence (original, unexpired)
• Official Japanese translation — obtained through JAF (Japan Automobile Federation) or the Nepali embassy; translations you make yourself don't count
• Passport with entry/exit history
• Residence card (zairyu card) and juminhyo residence record
• Photos, application forms, and the licence-issuance records if your centre asks for them

The two tests

After document screening comes a written knowledge test — short, available in English and other languages, covering Japanese road rules and signs. Pass it and you book the practical test on the licensing centre's closed course — the famous hurdle. The examiner isn't scoring your driving skill so much as your procedure: exaggerated head checks, mirror cadence, pre-entry vehicle inspection, handbrake choreography. Nepali drivers with years of real experience fail repeatedly on ritual, not competence — a practice session at the actual centre's course, offered by local driving schools, is worth every yen.

Why bother at all

In Tokyo's rail web you may never need it — but outside the big cities a licence transforms life: work commutes, countryside travel, and the kind of part-time jobs (delivery, regional factories) that pay better precisely because drivers are scarce. It's also a durable ID that keeps your residence card and passport safely at home.
