Canada's largest city has given its Nepali community permanent official recognition: Toronto City Council has adopted a motion proclaiming April as Nepali Heritage Month in the city — not just for 2026, but for future years as well. The proclamation recognises the Nepali Canadian community's contributions to Toronto's cultural, civic and social life.

What the city actually did

The member motion, introduced by Councillor Neethan Shan and seconded by Councillor Amber Morley, was carried at the April council session. Beyond the proclamation itself, the motion asked both the Ontario government and the Government of Canada to consider similar recognition — an explicit push to take the heritage month from municipal to provincial and national level. The official record is published in the council agenda item MM40.8 and the meeting minutes.

The bigger story: Ontario's Bill 111

The city proclamation is only half of it. On April 23, 2026, Bill 111 — the Nepali Heritage Month Act, 2026 — was introduced in the Ontario Legislature, proposing to proclaim April as Nepali Heritage Month across the entire province. One important accuracy note: as of the most recent Ontario Legislature record, the bill has passed first reading and been ordered for second reading. It is a bill under consideration, not yet Ontario law — the distinction matters for anyone reporting or sharing the news.

Why this matters to the diaspora

Heritage month proclamations are more than ceremonial. For a community that has grown from a handful of families in the 1990s to tens of thousands across the GTA, they unlock concrete things: city flag raisings, school-board recognition, council-funded community programming, and a named place in the province's multicultural calendar alongside longer-established diasporas. The April timing also neatly brackets the Nepali New Year (Baisakh 1 falls in mid-April), giving the community a natural anchor month for public programming.

The recognition lands in a year when the community's public footprint is visibly growing — the 18th Himalayan Mela at Nathan Phillips Square filled Toronto's civic square in August, and city-organised Dashain celebrations now run from Brampton to Niagara.

What happens next

The Toronto proclamation applies for 2026 and future years, so the city's recognition is already settled. The open question is provincial: Bill 111 still needs second and third reading, committee review, and royal assent. If it passes, Ontario would become the first Canadian province with a legislated Nepali Heritage Month — and pressure would naturally build on BC, Alberta and the federal level to follow.
